Yeah that was my question, I don't get what's under the plate. The concrete isn't cut, it's just where the concrete and that wood whatever that's under the plate meet. For these walls no there's no concrete behind the studs, these are the exterior walls of a walkout basement.
As you say Sylvanfan it's like the walls and footings are moving away from the slab.. but if that's the case wouldn't that allow moisture to come up there? The footing would be right underneath I would assume since this is the grade level walls of the walkout basement.
