I don't think Gudas is completely to blame. Gudas knows the puck is being dumped, he sees Vesey beating him to the puck, and since Vesey has a clear step ahead of Gudas, Vesey's numbers are always in front of Gudas.

However, Gudas follows through perhaps thinking Vesey will push forward or chip. Vesey instead stops. Had Vesey kept skating, Gudas could have made a clean check to Vesey's shoulder, rubbing him off the puck along the boards. It's Gudas' job to cut off the forward when they get the puck and prevent the forward from further puck movement.

Vesey stops to try and maintain possession, when he should have pushed the puck forward and taken a clean hit. He can still take the hit, stay on his feet, and then beat Gudas to the puck after.
