I've been a quitter for over a year now, but back in my smoking days I never littered my butts. As an absolute last resort you can always put out the embers and toss the butt in the garbage.

The only time I would ever consider it even slightly forgivable is at a concert/flames game or something where they have cordoned off designated smoking areas and can't be bothered to put any butt collectors. I mean, they put the area there just so you could smoke, but they don't both putting any places to put out your smoke? That is asking to have people litter them. But maybe they find that easier. Just have someone go out and sweep up that section when game is over.
