Doesn't matter if it was a clean hit or not.
A clean hit where a guy accidentally gets a stick in the chops still gets you a high sticking penalty. Automatically. No BS about which side of the face you hit, or whether the face was the principle point of impact of the stick, etc.
You're not allowed to hit a guy in the head with a stick. It's a penalty.
You're not allowed to tag a guy in the head with a check. It's a penalty.
And I don't buy some argument that guys are going to skate with their heads down trying to draw penalties for this. Nobody wants to get their bell rung for a 2 minute minor.
