Sieloff's shoulder is at the same height as MacArthur's shoulder as he approaches him. However, as he lifts upwards through the hit, his shoulder is at head height by the time of full contact, and finishes above the height MacArthur's original head position.
Not only is it a head shot, and not only does he lift up into it, but he finishes with his elbow out.
Of course MacArthur's team-mates are going to lose it over that hit. Anyone that thinks that is okay is still playing 80s hockey.
