You're bang on. It's more complicated in how it impacts the how much cap space is left later in the year, if the cap hit were removed his ~19k per day salary would compound to be potentially used later in the season. Instead the Flames can exceed the cap by up to that much per day and it does not compound.
For example if the flames do not use any LTIR relief they will be able to add another player with a $3.5 million AAV, but if the cap hit was outright removed and they did not spend that space they could acquire a player with $3.5 million remaining (essentially a $10 million player).
On the surface it seems like a very small difference but in reality it can actually make a significant difference
