Upton and Smoak will both be on the team next year. Upton was brought in as a replacement for Bautista.

The bolded is the key. Last year and this year they were putting pieces towards a championship team (or at least they should have been this year), as of this off season we are no longer adding pieces to an immediate championship run, we'll now be rebuilding or becoming a middle of the pack team, so you'll see the Upton's and Smoak's as actual starters.
