Being a pet owner myself I'm absolutely disgusted that someone could do that to any animal. The fact that the moronic kid would do it to his own is just insane.
People like this are only a twitch away from dragging people behind their vehicles. We should really re-evaluate the punishment for this stuff. Some people are just sick...
