When the house is rented and a relatively innocent landlord loses his/her asset, you've got state sanctioned theft. if you want the punishment for cooking meth to be $500,000, then you pass a law stating such.
I'm pretty sure we will see a lot of the civil forfeiture laws repealed in the next decade, especially those that don't stem from proceeds of crime.
