In this case (with both routers), the routers themselves are the VPN servers. So just by enabling the VPN server on each device, they do allow their traffic through their firewall. So there are no ports to open/forward per se, as the router opens them when the VPN server is enabled.
I've got the Hitron modem working in bridged mode, so that renders it just a "dumb" modem, and all routing and firewall features are disabled.
Randomly, for about 5 minutes earlier this evening, I was able to get a reasonable throughput through the VPN. I thought that maybe it was fixed, but it reverted back to the really slow levels shortly thereafter. In the 5 minutes, I was able to test both routers and my slingbox, and the speed increase was noticeable on each. As fleeting as it was, I was able to confirm that all 3 independent devices were able to take advantage of the brief increase in speed, which further rules out my equipment as the problem.
I booked a service call for next week regardless, so we'll see what they say.
