That is just the negotiated business rules.
Basically the Flames have to pay him 1 M for 2016-17. He can accept it or sit out and remain Flames property. He doesn't have a lot of viable options.
A 3M x 2 is basically a 4M gift to show good-will.

It is weird that hockey teams are expected to give large contracts to players with no leverage. Baseball teams don't offer much more than they have to when players are under team control unless they are buying out UFA years and no one usually sits out or complains.
