With an NFL partnership and some additional funding they could probably expand the league into some American markets and grow the talent pool, salaries and TV rights.
Where is the best non-NFL talent going then? It's certainly not the Arena League. The 128 programs in NCAA Div 1 FBS graduate more than enough talent to sustain both the NFL and the CFL (the major weakness being Canadian talent but that is steadily improving).

The Canadian game is a different game and many of the skill positions are not overly transferable to the American version and vice-versa. Also, why would fans here want to see the best players on their team continually promoted to the NFL counterpart and a revolving door of personnel on their team?
