I don't think this is correct.
CP matters because it is related to the level the pokemon is. Sure you can level any pokemon to max but it will take a lot more stardust to max out a low level pokemon. If you somehow can get unlimited stardust then sure CP doesn't matter so I guess your technically correct but I think for most trainers it definitely should matter when prioritizing which to power up.
IVs aren't nearly as important as some seem to think. IVs are a 0-15 bonus on the pokemons attack, defense and stamina base stats. Once completely maxed out a 80% IV pokemon isn't much different than a perfect pokemon with the same move set. This provides a good discussion on IVs and why they are overblown:

I do agree that powering up after evolving is way smarter because move set does have the highest impact on a pokemons dps.
