If he was just getting up to speed of traffic that's fine. If he sees someone trying to exit and wants to be good guy Mazrim and slow down so they can get out of the traffic jam, I'm okay with that too because I'd be grateful for someone showing me that courtesy (others' views may vary on whether this is legitimate practice rather than simply driving predictably and letting the guy wait for an actual safe time to merge out). Those hypotheticals weren't my understanding of what actually happened though, because he said he just thinks 70 km / h on Glenmore is a fine speed to drive.
Hell, even if just he wants to drive below the limit because that's what he's comfortable with, the truck driver shouldn't be tailgating and flipping him off. He's still in the wrong and Mazrim is at best a minor inconvenience to be tolerated for a minute. But I'd be mildly frustrated if I were the guy behind him and had somewhere to be.
