Yep, that's really irritating. But I think it's a wholly different scenario than what Enoch & co are talking about. Not just different behaviour. If there's heavy traffic, then both lanes are generally going to be full and you're basically just going speed of traffic. Not much else you can do, so not much to argue about. Guys tailgating in that situation (or any other) because they want to go faster are jerks and idiots. So that's the scenario you and Jiri and Cliff may be thinking about.

What I think Enoch is talking about is people getting out of your way rather than sitting there and giving you the choice of passing them on the right or hanging out behind them for who knows how long. That obviously implies it's at least possible to pass someone on the right - which means it's not super congested. Different situation altogether.
