The thing is you need to be cap compliant before you can put anyone (Smid) on LTIR. Adding Russell now could make problems of having to waive someone we don't want to waive.
The way it could work is have Russell on a PTO and sign him after Smid goes on LTIR.
Not that I want to sign Russell for anything more than as a bottom pairing defenceman and as expansion waiver fodder.
