Ok you appear to be trying to argue something that isn't related. The FBI and Comey didn't investigate Perjury charges, they investigated whether or not Clinton violated the Federal Records Act and also if Clinton intentionally passed on Classified information
at the time she sent the emails. That is what they investigated.
The specific accusation of Perjury comes from her testimony to Congress and this specific statement:
