Actually, for "Ice, Ice Baby" only 2 bars of music were sampled from "Under Pressure" by Queen. The verse structure and chorus are different for each song.

The Puff Daddy/Police thing is a bit different in that "I'll Be Missing You" was arranged in a manner very similar to "Every Breath You take." The bridge section was not included in the arrangement. The lyrics were not similar for "I'll Be Missing You." The only real comparison is the chorus which is sung in the same pattern.

Neither song was a cover of the songs that they sampled. Only a sample of the original song was used. Hence, the term sample.
