But based on the article I posted 70% have little knowledge of the Koran. So I think its a misnomer that they hate the society. That is the indoctrination part.
If you had a well funded group of people trying to radicalize them you would see people join up and see deaths. Its essentially similar to child luring, people do things that they would not have normally done.
As to one law in one city look at anti-burka legislation across a variety of areas. Or the Cultural Hotline proposed by the Conservatives. It isn't just one city.
