Its not pandering to terrorist organizations to not be bigots or pass bigoted laws.
I agree 100% on the bathing suit law. That has no basis in a free society and is just a mechanism for the authorities to target people from certain religions/backgrounds. It adds to the problem more than helps it.

That being said, many of the people joining terrorist groups have not been isolated loners. They've been otherwise normal young adults. Kids in engineering programs, with girlfriends, groups of friends, etc..The problem with young adults is that they're often angsty. ISIS provides an outlet for that. Instead of going to punk rock shows, they're travelling to Syria.

I see a difference between:

1) Sinking to their level and spurring on a conflict, such as this burkina ban fiasco; and
2) Standing your ground and compromising your own freedoms.

Basically, my point is that you will never be able to kill the ideas pushing terrorism. It's not just a matter of isolation. You also have to take into account that many groups of people are choosing to be isolated themselves. You need a multipronged approach that seeks to make people feel included but also comes down on those that are pushing against that. Basically, you can't just say, appeasement is the answer or that war is the answer. The answer involves a pragmatic approach that deals with a multitude of situations.
