I'm not trying to be jerk, but what you're proposing is far more easily said than done. Youth will always feel disaffected, and it's a question of what their outlet is.

We also should not be pandering to or appeasing terrorist groups.
To stop domestic terrorism I think you need to look at laws being passed to exclude people. Look at the bathing suit law above, its targeted legislation to make people feel less welcome. Combine this with the general racism faced by new immigrants and you create a scenario where recruiters can easily recruit.

Its not pandering to terrorist organizations to not be bigots or pass bigoted laws.
