I doubt there is a link between punishment and deterrent. Just like in the regular legal system, no one commits an act expecting a certain punishment or to get caught at all. Even with most "dirty hits" there is often an element of misfortune. For example, a player moves at the last second and a would-be clean hit becomes a dirty hit in about half a second.
Other cases like the Bertuzzi or McSorely incidents are too rare to generalize on.
