Sounds like Alberta 20-30 years ago. Most of the ambitious, high-achieving kids I knew in high school and college left and went to Vancouver or Toronto. In the early 90s the U of C closed down the Geology and Geophysics student clubs because of lack of enrollment.
It's almost like this is some kind of a recurring cycle.
