I had a tick on a foster dog once. It looked kind of like that, but not so shiny and "wet" looking. It was more like a smooth rock. The advice I got from our foster coordinator, which she got from the vet was to use tweezers to pull it out. However, they said to dig into the skin with the tweezers to make sure you get the whole tick.
If you're not sure though, I would recommend the vet.
