The manner in which AHS is overstaffed and possibly overfunded doesn't exist in a vacuum. You also have to consider the years of cuts handed to it by the PCs in the 90s and early 00s and then having to play catch-up when the population exploded. If someone came in and did a thorough audit of the AHS and found out where they needed to make appropriate cuts then fine, but the slash and burn approach to government services proposed by the WR during the campaign is not something that inspires a lot of confidence.
