IMO if NK does have them...it is in their best interest to show the worl they have them. No country will invade them if there is a chance one will be shot at SK. If others think they don't have them..well..there is more of a likely hood of another country intervening.
China has long enjoyed having North Korea as a barrier against having a democracy sitting on their border. But you gotta know that China isn't impressed by the idiot running North Korea. He certainly dosen't run things Chinese style. They have been very active in negotiations which isn't their style either -- they are losing face the longer the negotiations don't show fruit.

Also the North Koreans with all their crap are giving the Japanese who are already rapidly heading in that direction carte blanche to rearm. They already changed the law banning offensive weapons. North Korea doing nuke tests will give them all the ammo they need to really pickup the pace militarily and nothing gives Chinese the jitters like seeing the Japanese cranking up their army.

Frankly as a counter balance for the area I think the Japanese should be encouraged to really pick up their military spending and become a major power in that area again.
