Thats exactly it and now they're finding out that private industry made sure there was insurance to prevent exactly this from happening and now they've got egg on their face.
To put this in perspective: Expecting the private energy industry to to rapidly kill itself and pay for the privilige is no less batcrap crazy than expecting Mexico to build a wall and pay for it.
