It's a two way street I guess. They can extort the world for money and aid claiming they won't develop them if they are given this stuff...but it leaves them open to pre-emptive attacks to thrawt the actual development.
If they do develop them...then I don't think any country would be willing to take the risk of attacking them. Also they can hang these nukes over the heads of SK extorting them for aid.
Who knows what that crazy ******* is thinking.
