NK is just trying to hold the world hostage so that they send him money to feed his starving people....
I say never too... call the bluff and watch him squirm...
I would say that if he does test one.. that would make China a bit unhappy and probably lead to them taking strong action against NK... might be in the worlds best interest if NK shows its hand and does a test.... we would know for sure that they possess the ability... and a large majority of the world would be more open to more extreme measures against them and it may even draw the US and China together in a tighter relationship.
