I suppose that is useful though, when there is no written policy it is harderto be pinned down and charged/found guilty as was the case of the family of the Indian grandfather who was paralyzed during a takedown where the officer "slipped".

I agree with you on this Flash. There absolutely needs to be national standards set in the US on policing. I also think it's time to professionalize more forces down there. There are too many layers of law enforcement down there. They need State Police which by most accounts are very professional to take over these little backwater county and town police forces where their hiring/training standards are highly questionable. It would be expensive but you can't put a price on better service and better community relations.
