Again, more nuance: a lot of the money spent on things that are meant to make police's job easier and safer would be better spent on training with existing equipment. In particular, one of the issues is officers being over-reliant on their tools - the department spends a bunch of money on a fancy gadget for everyone, and they're jumping at the chance to use it...
