Again, it doesnt matter where the tournament is held, this isnt the World Championships or the Olympics or the Spengler, it isnt being administered by the IIHF or the IOC or some dude in a basement in Switzerland.
This tournament belongs to the NHL. An organization from which Voynov is currently suspended.
They could hold this tournament on the moon and Voynov wouldnt be allowed to play until he does whatever it is he has to do to get his NHL suspension either lifted, commuted or served.
