Mine is doing this as. Have you checked if it stills gives you egg walking credit.
Also I think waiting to boost your Pokémon until you get to a higher level makes sense. It appears that stardust will be the limiting factor so catching high CP pokemon is likely cheaper than building them yourself.
And it looks like each level you go up the max CP of pokemon you find goes up too.
