It hasn't been explicitly stated that Downey had any romantic involvement with Sara though, has it? So that'd only technically be 2 gang members she dated. Seems unwise but I agree that without knowing more details about any of these relationships there's no point in laying blame. At the very least, she certainly seemed the type of mother that would do absolutely nothing that would ever come close to intentionally jeopardizing the safety of her daughter.
