When someone's been dabbling in prostitution, firearms and cocaine, with apparently violent offences in their past, they should have a damn tracker implanted in their flesh like they have for pets. I think after you've shown such criminal tendencies, you should lose your right to that privacy. How would a tracker in any way have prevented this?
They would have caught him earlier, but these horrible crimes still would have happened.
