Service is horrible however and it is normal to not receive table service at pubs and mid-range restaurants. Also, complaints are not always taken seriously or are in some cases frowned upon.

Is that cultural or because of the lack of tipping. While working in restaurants my level of service did not change because I was trying to earn a tip.
