I strongly disagree with that penalty. There clearly was an issue with the car and he should be allowed advice from his engineer to remedy the situation.
It's one thing to tell a driver that he needs to start braking 30m further into a corner it's another to tell him to shift through a gear which offers no performance advantage whatsoever.
