The difference between the two is responsibility. In Canada, when you say something publicly you are held responsible and accountable for the outcomes of what you say. In the United States there is no responsibility nor accountability. I don't know how you can have these incredibly powerful rights, yet have no associated responsibility in the exercise of those same rights. It is crazy, but so is the United States of America.
