I am thinking he wasn't being serious.
On that note, on cbc they asked a question about this as some people were carrying at the rally. When shots started they fled or in the case of that first person of interest, gave the firearm to police. I think it shows civilians aren't trained and even if they have guns the first instinct is to run.
