I think the opposite.
Short term she'll see a drop in the polls as people react to the "she's stupid" portion of things. Long term the fact no charges will be laid will carry the day and the GOP chorus of corrupt will ring hollow.
It'll also help that they have Trump to talk about
: lawsuit after lawsuit, business failure after business failure, shuffling campaign money into his businesses etc etc etc etc. These things aren't going to go away for Trump anytime soon. And to be frank it just went away for Clinton. It took some of her skin and cut her up a bit but she still very much has her head.
