I only got to see half the show on Tuesday, so I re-watched it this weekend. My understanding is that the second time on the tram task your weight was supported, so everyone should have been able to make it on their second try, as long as they didn't freak out somehow. Once it was cancelled, they made each team wait as long as the "crossing" would take. In other words, they weren't expecting teams to take more than two tries unless they were really bad.
If my understanding is correct, it was an even worse move for the guys to take the penalty. They had already made one attempt, so the next attempt would have been easier and they had already wasted too much time at the task to THEN start a penalty. A better choice would be if you were not in the first group to watch the task, decide it was too difficult, and get out of there immediately. And yes, convincing a team behind you to take a penalty as well would have been good insurance.
