Bonuses count towards the cap as long as they are still achievable.
However, a team can exceed the cap by 7.5% because of potential performance bonuses during the regular season. This is called a bonus cushion.
If by the end of the season, the team exceeds the cap due to performance bonuses being paid out, they are charged a bonus overage for that same amount towards the following season's salary cap.
