The number of 'tactical' yellow cards teams take is already a clear problem to the game if you ask me.
Just so easy to stop an attack by pulling a player down with your hands. No chance of a red card, good chance of not even getting a yellow if you do it early enough. With the amnesties teams can do this 10-20 times every game and lose 1-2 playergames total in the tournament.
The only real upside to the amnesties is that it favours the underdog teams (who can more easily stop more skilled teams and who have less depth on the bench to replace suspended players), but it's at the cost of a lot of attacks that never happen.
