They, uh, didn't say they did.

Nor did they have significant estimation of the crowd...

After attributing, accurately, the information available to the North Korean News Agency, the news story then said, quite accurately: "it was unclear when the rally took place, or how many attended."

(both their own words in the story, and I could go on from there)

Well, please go on.

Were they there? Did they even report?

They very clearly and accurately attribute that North Korean Television was broadcasting the information in hand. Its common practice to monitor and report on such broadcasts from a closed society.

SCARE TACTIC.

Well, someone is certainly looking to scare people in this thread but you should probably be looking in the mirror on this particular topic.

And really take a look at the photo

Looks like a still lifted it from the North Korean broadcast . . . . You know, BBC.com, a well-know organ of the American religious right, is currently using a similar photo, if not the same one, at the link below:

Doctored? Maybe by North Korea, which wouldn't be a surprise.

Its certainly not difficult to provide evidence of right wing bias at FOX. Amazingly, you've flubbed the task with this fairly innocuous story.
