They were one full round trip of the gondola behind when they left. So, if it was a full hour per trip, they were well behind.
If each trip was 1 hour, taking the penalty wasn't actually a bad plan for the girls, but it was a horrible idea for the guys. If you're going to decide to take a penalty, you really need to convince another team (preferably one you're confident you can beat in a foot race) to do it as well in case you misjudged the time it would take.
Anthony and Brandon should have convinced Anne & Tanya that they were so far back, it would take them forever to catch up so they should take the penalty to risk it. If they had done that, they'd still be racing.
