And no...mail delivery is not profitable for CP.
Clearly there would be a need for the government to make sure fringe areas still receive the services that for profit companies would not touch.
Much like the CBC when it was created but now serves no purpose whatsoever except to compete with private enterprise, CP is the same thing.
