If the qualify Colborne they are stuck with the arbitration ruling. They lose their ability to walk away. Burke and Treliving have been clear they aren't signing Colborne to a high cap contract.
The only way the Flames maintain control is to not qualify him. They can then do what they did with Byron and try and sign him before July 1.
Colborne has a good thing in Calgary and apparently loves to play here. The risk of him not signing is pretty low.
They may qualify him. But it isn't an obvious decision like some are trying to make it out to be.
