I picked up a 20kg bag of whole corn feed from the wild bird store, takes the cost of a bag around $2 compared to paying $30-40 for 8 online. (I made 4 boards so paying $160 for "bean" bags seemed a bit excessive)

I have made several boards in the past, it was just about saving $$ on the bags. The 10z duck cloth cost $8/yd which makes 16 bags and the filler is about 60 cents per bag. Plus I can make a couple extra bags now for when murder corn hole (everyone throws until you get it in the hole, last person gets thrown at by everyone) gets out of control and breaks bags.
