Detroit may have been handcuffed, but the team is in a different conference. Arizona can literally move up for "free" (no the 52nd pick isn't enough) or try and handcuff another team that they don't compete with. It was an easy decision.

Looking at NHL draft pick values with various sources, it seems like 20th and 53rd would have been enough to move to 16th on its own. By that logic you've moved Vitale (basically an AHLer/contract spot) for Datsyuk.
I suppose Holland basically talked down the newbie GM in that the value of having Datsyuk's caphit is equal to the value of Detroit getting rid of it.
