I'm not sure it's THAT rare. It's actually pretty often that a backup goalie gets traded and ends up better (or comparable) to the person (or people) ahead of them.
Jones from LA to SJ
Bryzgalov from ANH to PHX
Bishop himself traded from behind Anderson in OTT
Lehner same as above
St Louis has gone through Halak, Elliott and Miller, imagine if they traded Allen during that time.
Elliot was also traded for Anderson and (helped) won the Jennings the following year.
Those are just off the top of my head. They don't all (or few) turn into elite level goaltenders in the vein of Kipper, but to get a decent goaltender from another teams depth chart is not unheard of. In fact, I'd say it's more common that grooming your own from scratch. There is a surplus of good goalies in the NHL.
